Na última sessão da Comissão de Constituição e Justiça
(CCJ), que aconteceu na tarde desta terça-feira, 12, foi aprovado por
unanimidade o relatório que estabelece a obrigatoriedade de redes subterrâneas (de
drenagem, água e esgoto) antes da pavimentação das vias públicas. Este projeto,
identificado pelo número 5858/2013, foi relatado pelo deputado Valdir
Cobalchini e representa um avanço significativo na gestão dos recursos públicos
e na qualidade das obras de infraestrutura.
De acordo com o texto aprovado, todas as intervenções
subterrâneas, incluindo drenagem pluvial, redes de água, esgoto, energia e
fibra óptica, devem ser realizadas previamente à pavimentação das ruas. Essa
medida visa evitar desperdícios financeiros e retrabalhos, garantindo que as
obras sejam executadas de forma eficiente desde o início.
"É fundamental que reconheçamos a importância da
infraestrutura bem planejada e executada. Não faz sentido investir em
asfaltamento apenas para posteriormente ter que quebrar tudo para realizar
instalações subterrâneas. É um desperdício de recursos públicos e um transtorno
desnecessário para a população", ressaltou o deputado Cobalchini durante a
sessão.
A proposta também destaca a importância de garantir que
todas as necessidades de infraestrutura sejam contempladas, seguindo os padrões
de qualidade exigidos. Assim como em nossas residências, onde a infraestrutura
é fundamental para o funcionamento adequado, o mesmo deve ser aplicado quando
se trata do uso do dinheiro público.
Com a aprovação deste relatório na CCJ, espera-se um avanço
significativo na eficiência e na qualidade das obras de infraestrutura em todo
o país, representando uma importante conquista para a sociedade e para a gestão
responsável dos recursos públicos. O projeto agora segue para as próximas
etapas legislativas, com a expectativa de contribuir para o desenvolvimento
sustentável e o bem-estar da população brasileira.
